(1) The reader should be aware that the IFQ totals by vessel class are estimates based upon the 1995 QS issued by vessel class and the 1995 IFQ per unit of QS in each area. Some QS issued in 1995 did not receive 1995 IFQ. There was no way to identify precisely the actual IFQ issued during 1995 on the data files provided to the authors. Thus the total IFQ estimates by vessel category may overestimate the IFQ associated with the QS that was issued during 1995. However, significant portions of the 1995 IFQ that was set aside for QS in the "reserve pool" was never issued during 1995, because the issues concerning who should receive the QS were not resolved during 1995. Thus, the IFQ totals for an area in Table 7.1-2 are lower than the TACs available to the IFQ fishery in Table 7.1-1 due to the 1995 IFQ that was never issued.
