(1) The tables in this section include regular priced QS transfers and priced sweep-up QS transfer transactions with the associated 1995 IFQs. Some priced sales transfers were excluded if there was more than a one pound difference between the indicated 1995 IFQ transferred and an "estimated 1995 IFQ" based upon applying the 1995 IFQ/QS ratio for the area to the amount of QS transferred. Some of the prices reported herein would be different if this exclusion criterion had been relaxed.

(3) These average prices were calculated by dividing the total sales value by either the units of QS involved or the pounds of 1995 IFQ associated with that QS. Since an amount of QS is being transferred with the 1995 IFQ associated with it, either formulation of price on a "per unit" basis is awkward. The numbers would be useful for comparisons of QS transfers without the associated 1995 IFQ if there were a sufficient number of observations available.

(4) As noted earlier, the range of QS holdings that were blocked was based upon QS in the quota share pool as of October 17, 1994 and the 1994 TAC for the area. Amounts of QS in an area that would have been worth less than 20,000 pounds of 1994 TAC using this QS pool were blocked. See 50 CFR 679.40 (a).

(5) The authors only used priced lease transactions where the 1995 IFQ indicated in the transaction was within a pound of an "estimated" IFQ which was calculated by applying the area's IFQ/QS ratio to the amount of QS leased. Some of these lease price estimates would have been different if this selection criterion had been relaxed.
