TABLE 4.3.3-1 Number of persons owning sweepable blocks, number of sweepable blocks, and total sweepable quota share units, initial issuees and year-end 1995 QS holders, by area Year-end Year-end Year-end Initial 1995 Change in Initial 1995 Change in Initial 1995 Change in Area Persons Persons Persons Blocks Blocks Blocks QS Units QS Units QS Units * * * Southeast 164 150 -14 165 156 -9 591,169 601,658 10489 * West Yakutat 139 135 -4 139 138 -1 684,461 684,461 0 Central Gulf 246 239 -7 247 243 -4 984,493 984,493 0 Western Gulf 50 51 1 ** 50 51 1 ** 440,065 464,544 24479 ** Aleutian Is. 34 32 -2 34 34 0 198,552 198,552 0 Bering Sea 96 95 -1 96 96 0 2,632,703 2,632,703 0 * The RAM database shows this segment of 10,489 QS units (an October 18, 1994 IFQ equivalent of 2,550 pounds) as blocked on the year-end 1995 file. As such the block is sweepable. This segment has a blocking status of swappable CDQ compensation QS on the initial issuees file. Swappable CDQ compensation QS is by regulation unblocked and not sweepable. This apparent anomaly in the RAM data base has not been addressed as of this writing. ** The RAM data base shows 24,479 QS units being initially issued as blocked QS (an October 18, 1994 IFQ equivalent of 2,954 pounds) along with QS equivalent to 201 pounds of CDQ compensation QS. The sum of the IFQ equivalents of these segments is over the 3,000 pounds limit for sablefish. However, these two segments were NOT rolled together on the year-end 1995 file, so that the 24,479 QS units QS units are deemed swappable. This apparent anomaly in the RAM data base has not been addressed as of this writing.
