Schelle, Kurt, K. Iverson, and B. Muse. Analysis for the "1,000 Pound Minimum IFQ" Proposed Amendment to the Individual Fishing Quota Management Alternative for Alaska's Fixed Gear Halibut Fishery. A Discussion Draft Report distributed by the North Pacific Fishery Management Council.

This Discussion Draft report was prepared at the request of the State of Alaska for the North Pacific Fishery Management Council. It provides analysis of a proposal to alter the NPFMC's current IFQ plan for the halibut fishery to guarantee a minimum IFQ of 1,000 pounds to each participant. The report examines three one-time initial allocation alternative approaches toward achieving a minimum 1,000 pound IFQ in the implementation year. The report provides an analysis of the distributional consequences of these approaches relative to NPFMC's current plan.
