(1) NMFS-RAM is maintaining data only for current addresses in their computer files; however, CFEC has retained year-end 1995 addresses of persons from former NMFS-RAM databases. As a result, the address assignments for persons at both year-end 1995 and 1996 are based upon their respective addresses as of January 1, 1996 and December 31, 1996. The reader should note that the total number of initial QS recipients in the tables in this chapter may be greater than the number of unique QS recipients for the area as shown elsewhere in this report. This is because some persons received separate initial allocations in both 1995 and 1996, and had different addresses and were classified into different resident categories at the two points in time.
