Abstract:
These reports are a series produced on Gulf of Alaska coastal communities. The reports cover the holdings of
restricted use-privileges by persons from various Gulf of Alaska coastal communities and urban areas. The 1999
reports are the second edition of the report series. They were prepared with funding provided by the Restricted
Access Management Program (NMFS-RAM) of the National Marine Fisheries Service - Alaska Region.
The reports provide fishery-specific data on holdings of Alaska Commercial Fisheries Entry Commission (CFEC) limited
entry permits for persons from selected Gulf of Alaska coastal communities. The number of limited entry permits
initially issued to persons from the communities, and the number of those permits held at year-end 1998 are provided.
Time series data on limited entry permit holdings are also presented. Similarly, the reports contain data on halibut
and sablefish quota shares initially allocated to persons from the communities as well as quota shares held at year-end
1998. Quota shares are the basic use-privileges issued under the halibut and sablefish individual quota (IFQ) programs.
Time series data on quota share holdings are also provided. In addition to permit and quota share holdings, the reports
provide time series data on the fishery gross earnings of CFEC limited entry and interim-use permit holders from the
communities, reported by permit fishery. The reports also contain 1995-1998 time series data on gross earnings in the
halibut and sablefish IFQ fisheries for quota share holders from the Gulf of Alaska communities.
