Abstract:
This analysis was prepared at the request of the State of Alaska for the North
Pacific Fishery Management Council. It extends an earlier Discussion Draft report
and provides EA/RIR/IRFA analyses of the alternatives. The report examines a
proposal to alter the NPFMC's current IFQ plan for the halibut fishery to guarantee
a minimum IFQ of 1,000 pounds to each participant. The report examines three
one-time initial allocation alternative approaches toward achieving a minimum
1,000 pound IFQ in the implementation year. The report provides an analysis
of the distributional consequences of these approaches relative to NPFMC's current
plan.
