Abstract:

Alaska's limited entry law contains provisions for the purchase and retirement of entry permits using funds collected by a tax on permit holders' fishing revenues. British Columbia, Washington State, and Oregon all have experience with permit or vessel buyback programs. The successes and failures of these programs are reviewed in light of existing questions about the Alaska buyback law. There are good reasons to doubt the workability and even theoretical usefulness of Alaska's buyback law. Reforms of the buyback finanace and permit and vessel purchase provisions are proposed.
