Abstract:
The EA/RIR/IRFA analyses in this report were prepared for the State of Alaska for the North Pacific Fishery Management
Council. The report analyzes two proposed amendments to the NPFMC's current IFQ program for sablefish and halibut.
Part I examines the Sitka Block proposal and Part II analyses the Full/Partial Block Proposal.
Several alternatives are considered under each proposal.
Economic efficiency and distributional aspects are included in the analyses.
