Abstract:
This report looks at the change in holdings of limited entry permits by persons who live in rural areas that are local to the
limited fishery's fishing area. Summary data are provided for all limited fisheries as well as the Bristol Bay salmon fisheries.
The 1975-1994 time period is broken into two ten year sub-periods. The data indicate that the net transfer of permits
away form "rural local" permit holders was more prevalent in absolute numbers during the first ten years of the limited
entry program. Nevertheless, the "rural drain" phenomena has continued through 1994.
